The City of Fairfax is an independent Virginia city, legally separate from the county that surrounds it, and it is also the county seat. Inside the city limits the permits come from the City, through its Office of Code Administration, and Fairfax County permits do not apply.
The City sits mainly inside 22030. Its neighborhoods are the ones people picture when they say Fairfax: Old Town, Mosby Woods, Country Club Hills, Layton Hall.

Most houses with a Fairfax mailing address are not in the City at all. They sit in Fairfax County, where Land Development Services issues the trade permits, electrical among them, and applications run through the county's PLUS portal.
Mantua, Kings Park West, Fair Lakes, Penderbrook and Greenbriar all carry Fairfax addresses and all file with the County.

ZIP code is a guide, not a boundary, and 22030 spills past the city line into the county around it. The address itself is what settles it, and we check before we quote so the filing goes to the right desk the first time. On the county side, a residential electrical permit is required for a new service, for new electrical equipment or fixtures, for replacing electrical equipment or fixtures, and for an EV charger. Direct like for like replacement in the same location is generally exempt. The Consumer Product Safety Commission estimates about two million homes nationwide were built with aluminum branch wiring between 1965 and 1973. That window sits right on top of a large share of what was going up around Fairfax at the time, so it is worth knowing which one you have.
The CPSC lists face plates on outlets or switches that are warm to the touch, lights that flicker, circuits that stop working, and the smell of hot plastic, on ordinary 15 and 20 amp circuits. Any one of those is worth a call. Two of them together is worth a call today.
Where cable runs exposed in an unfinished basement, a garage, or an attic, the printing on the jacket says what is inside. Aluminum is marked AL or ALUMINUM. That is the whole check. Do not pull the cover off the panel and do not pull out receptacles to look behind them, which is exactly where the loose connections are.
The problem is not the wire, it is the connections at each end. The CPSC recognizes the COPALUM crimp, which cold welds a copper tail onto the aluminum at every connection, as a complete and permanent repair, and rewiring in copper as the other route. Swapping in CO/ALR devices is not a complete repair. We will tell you which of these is actually obtainable for your house rather than quoting something we cannot deliver.
To be clear about what we are and are not saying. We are not saying any particular Fairfax street has aluminum branch wiring. We are saying the years line up, that the check costs nothing, and that a house wired this way is perfectly safe to live in once the connections are dealt with properly. Fairfax housing stock runs a long way. Old Town is the historic core around the courthouse site. Mosby Woods, the largest neighborhood in the City, is about 537 houses from the 1960s on the streets between Route 50 and I-66. Country Club Hills and Cobbdale carry ramblers and mid century houses from the 1940s through the 1960s. Out in the county, Mantua and Kings Park West are mature 1960s and 1970s subdivisions, and Fair Lakes and Penderbrook are 1980s and 1990s townhomes. What almost all of them share is a service that was sized for the appliances of the day. Put a heat pump, an EV charger, an induction range and a finished basement on top of that and the question stops being about comfort and starts being about capacity. Dead outlets in one room are usually one of two things, and neither of them needs an electrician. In older Fairfax houses the catch is that the thing you are looking for is often nowhere near the room that went dark.
One GFCI protects everything downstream of it, so a tripped device in the garage can kill the bathroom, the back porch and the outside outlets at once. Houses that were built with fewer receptacles and then wired up over the years hide these in odd places: the garage wall, an exterior weatherproof box, the back of a laundry closet, behind whatever is stacked against the basement wall. Walk the whole floor looking for a face with TEST and RESET on it, press RESET until it clicks, then recheck.
A tripped handle sits between ON and OFF rather than fully off, and in a crowded panel that is easy to miss. Push it hard to OFF first, then back to ON, because it will not reset from the middle. Ignore the directory card on the door while you are at it. In a house that has been through a few owners and a couple of additions, that card is usually a work of fiction.
Two things that change the answer. If it trips straight back, stop. Something on that circuit is faulty and resetting it again does not fix anything. And if the face plate was warm before it went dead, treat that as urgent rather than routine, particularly if the house falls in the aluminum wiring years above.
